Did you know that your municipality is entitled to claim compensation for SUP directive clean-up costs and procurements?

The ELY Centre supports municipalities in preventing littering – here's how to apply for compensation.

Municipalities and cities can apply for compensation from the Pirkanmaa ELY Centre for cleaning costs and procurements related to the Single-Use Plastics Directive (SUP Directive). This provides municipalities with an opportunity to reduce littering costs and improve the cleanliness of urban environments.

How to apply for compensation? 

  1. Monitor and document costs
    Municipalities can apply for compensation for cleaning and waste management costs in public areas. Special attention should be paid to the procurement, maintenance, and repair costs of ashtrays, as well as information and advisory costs related to preventing littering from tobacco products. 
  2. Submit information by the deadline
    Costs for 2024 must be reported by June 2, 2025, at the latest. Reports are submitted to the Pirkanmaa ELY Centre through the electronic service.
  3. Using the electronic service
    Municipalities fill out the contact and payment information form as well as the actual cost reporting forms. Forms and instructions. The amounts reported must be exclusive of value-added tax (0% VAT). Go to the electronic service. 
  4. Specification of ashtray data
    Report separately the number of new ashtrays acquired, repaired or serviced ashtrays, and the number of discarded ashtrays. This is important to ensure that tobacco product producers contribute to covering the costs.
  5. Ensure the accuracy of reported costs
    Accurate reporting of cost data ensures compensation. If necessary, include clarifications on procurement quantities and timings.

Transition period and future changes

During the transition period 2023–2025, producer compensation will be based on fixed costs. From 2026 onwards, compensation will be determined based on actual costs. Therefore, it is important to establish a systematic and accurate cost monitoring system as soon as possible.
